The catch
So there's a major pet food recall going on right now, of a large range of "cuts and gravy" varieties.
And it seems that when the FDA gets reports that a pet food is killing animals, it ... tests the food on animals to ... see if they die.
I get that they don't think there's a better way. I get that they can't yet find the actual problem with the suspect food. It's just ... it's just so fundamentally wrong. "Hmmm, this might be deadly ... let's see ... yep! Deadly!"
I need to go hug my cats.

Also, the list expanded sometime after the recall, so it's worth double-checking to make sure the food you use is still not affected.
